André Le Duc is an expert in organizational resilience, which draws upon the fields of emergency management and preparedness, business continuity, public safety, and environmental health and safety, and enterprise risk management. Supported by an Incident Management Team of nearly 150 UO employees, Le Duc led the university’s response to the COVID-19 pandemic.
During his career in organizational resilience and emergency management, he’s helped lead responses to floods, severe winter storms, outbreaks of swine flu and meningitis, and a mass shooting. His systems and team approach prepares organizations to be future ready, to both reduce exposure to hazards and respond to just about any catastrophe or hazard you could imagine on a university campus. In 2005, he created the national Disaster Resilient Universities Network, which has more than 2,200 members covering an estimated 900 higher education institutions nationwide. In 2016, he led a collaborative national project to assess the needs of higher education emergency management programs. The report focuses on the spectrum of hazards and events that cause emergencies at institutions of higher education: natural hazards, biological hazards, human-caused events, technology-caused events and others. It considers how campus emergency management programs plan for, respond to and recover from events.
Before working as a senior administrator for the University of Oregon, Le Duc served as the founding and executive director of the Oregon Partnership for Disaster Resilience (OPDR), an applied research center and coalition of public, private and professional organizations working toward the mission of creating a disaster resilient state. OPDR is nationally recognized by the Institute for Business & Home Safety and Public Entity Risk Institute.
